肯尼亚共和国设有两种政府形式：中央政府与
县政府。这两级政府各自承担独立且相互依存的独特职责，
有时可协商共享权责或商定如何将特定职能移交
目标政府接管，前提是该安排符合法律规定。
政府设有立法机构，其中国家政府拥有两院制（国民议会与参议院），而郡政府仅设单一议会（郡议会）。
